design of inclined tie rods

Hello, I would appreciate some help or advice on designing tie rod anchors and wale beam for sheet pile headwall. Tie rods in this case are not perpendicular to the wall or the wale beam. Tie rods are inclined (45 degrees) in the horizontal direction (i.e. when you look at the plan, not the section view, there is a 45 degree angle between the wall and the tie rods)

This is straight forward evaluation job. However, you need a geotech to do it with geotech information about the soil there. We don't do design for you here. Those tiebacks may not be long enough. They can't impose any of their load on the wall. If you can't find someone local, look up in classified for phone number of geotechnical engineer and if none try civil engineers.

What prevents the 45 degree tie rods and SSP wall from rotating clockwise and horizontally away from the culvert?
