I have been unable to find the Sm (design stress intensity) value in the tables of the 2004 ASME BPVC Section II Part D for a particular material, namely AISI 4140.

Can you calculate the Sm value based on the Yield Strength of the material?

aisi 4140 is not an ASME code material.

ASME code materials start with ASME SA- "the material spec number"

if you want asme code material, browse through ASME Section II to find a material with the properties you require.

Can the Sm (design stress intensity) value for non ASME code materials? i.e using 2/3 Sy for example?
 
I don't know what you are doing.

if it's code work...material has to be in section II

if it's not code work....good engineering practices apply or the code you are building to applies.
