Design wind speed for Afganistan?

I have a manufacturing facility to design in Kabul and am having trouble trying to determine what basic wind speed to design the buildings for. US design codes are applicable and ASCE 7-10 for the loadings, which of course only covers wind speeds in the states.
Have searched online but no success so far. Can anyone help with this? Would be much appreciated

Information should really come from the owner, but you could check UFC 3-301-01 to get an idea.
