what reinforcement details need consideration when there is a change in design?
ex. update concrete wall from precast to insitu ?

Well, I think the general structural forum could be the right forum. Though, I also don't think we have enough information to respond with any insight.

The only "precast" walls that I tend to see are tilt up walls. If your design changes from tilt up to cast in place, I think the are some decent changes / simplifications that could save your client money. But, I'm not even certain that's what we're talking about here.

To elaborate more on what @phamENG has said, you need every detail that is specific to cast-in-place concrete applicable to your project. Subsequently, you can remove any details that are for detailing pre-cast concrete.
