Designing a Tied-back Retaining Wall

The situation is like this:
Now there exist a old mansory wall that need to repair, the proposed action is to construct a new R.C. wall(just like a slab) in front of the old one, and finally add some tied back structure to connected them and to stabilise the whole structure.
Thus, I would like to know how can I do my design, what's he difference in between designing this one and a wall without tied back structures.

If I understand your question, it could be summarized as "What is the difference between designing a stand alone retaining wall and a permanently anchored tied back wall?" The answer is very simple, they have nothing in common. The only thing that they could possibly have in common would the location.
