Hi guys:

I get a detention basin in my project that water talbe is above the dBasin. Is there any general practice to fix this issue?

You'll need to use an impervious geotextile liner.
 
Can't you make it a retention pond instead? Dig it a little deeper so you have a nice pond and not a scum mat pool of water and work your outlets so you have available detention above the normal water level. I've done this many times on rural sites and also designed a dry hydrant to go with it so it can be used as the water source for firefighting.
 
it's a wet pond and needs to be designed that way. which issue did you want to fix?
 
I think the question is "what do I do if the water table is too high at my pond location to allow enough dry storage?" Then the answer is, "time to raise the site."
