Detention Vault Structural Fee

A client has asked me to provide structural engineering for a detention vault. It's roughly 28' x 35' x 8' tall. The vault will be cast in place concrete with a hollow core lid. However, in order to accomodate a fairly large access door, one strip of the vault lid will likely be mildly reinforced.

I've never engineered a vault before. I know what I need to do from a design standpoint and I know how much time it will take to produce the calcs and drawings. However, I don't want to be the guy that writes a proposal that is 50% higher/lower than the going rate for similar design. Does anyone have any experience or rules of thumb that you use for similar projects?
