i would like to do sizing the Pressure relief valve (PRV)
is there any rules of thumb how much percentage of flow to PRV compared with the flow of main line ..

You normally size and select a Pressure-relief Valve based on the maximum flow determined from one or several possible causes of overpressure. Refer to API-521 for overpressure scenarios and API-520 for the actual sizing.

'Safety Valve' is used regardless of application or design ***

*** 'Pressure-relief Valve' is the equivalent ASME/API term ***
 
Size the PRV and check/verify inlet and outlet pressure drop for your worst case scenarios with gas/vapor, liquid, and 2-phase flow.

Use your calculated values. Do not add safety factor. The certified “flow coefficient” of PRVs have a built in 10% safety factor.
