Determining the Welding Profile specified on WPS for Pipeline

Dear Welding and piping expert.

it is whom responsibility to determine the type of pipe/piping welding profile " Root depth, Spacing , Bevel angle and shape Single or double grooving , V or J type ?

On what basis these parameters " Type of profile , dimensions along with Welding electrode type [ root , hot , filling and cap ] " are selected ?

is there any engineering software to select or design the welding joint for pipe/piping ?

What is driving contractor selection to choice between J and V profile ?
the contractor might formulate a profile providing him less metal deposit rate , or cheaper welding electrode , so what would be controlling such action ?

Provided the fabricator meets all of the design/Code requirements, optimizing these variables is what can make a fabricator profitable. If the Designer has specific concerns over weld joint selection, he can certainly impose such limitations in the design drawings/contract.

Just to add an additional variable, skill of the craft also plays an important role, both in the ability to make a sound weld deposit, as well as the ability of the pipefitters to satisfactorily fit up the joint.
