Device that can generate a digital signal when sensing a 230V AC supply?

What kind of device can I use to generate a digital signal (maximum 24V) when it is fed with a 230V AC supply? Device is to be mounted on a power distribution panel.

The simplest device would be a wall-wart. Or a small PSU with 24 V output.

If tolerances are important. Or fast reaction. Or frequency or phase symmetry or phase sequence - then look for AC voltage relay, frequency relay or anything close to what you are looking for.

What do you mean by "a digital signal"? Technically, a relay contact that opens or closes is a digital signal; 1 or 0, but so is a stream of 1s and 0s in data pulses corresponding to some value that need to be generated at one end and interpreted at the other end.
