hi
for diesel fire water pump diesel engine shall be designed for designed for continuous operation or not in other way does the diesel pump need to be suitable for Open valve start-up considering that pump is for Emergency Fire pump application.

What do you mean by continuous operation, a diesel fire pump is designed to run until the fire is brought under control, that could be 5 minutes or 5 hours, plus they must start under any conditions, otherwise they are useless as a fire pump.
My suggestion is to do some research on fire pumps so you fully understand their operating requirements.
 
A diesel fire pump is a backup in case of power outage. It should have the same requirement than an electric fire pump. (performance/certification).
Your statement " that pump is for Emergency Fire pump application" is totally wrong. Check relevant standards and communicate with your local fire brigade.

Diesel and electric FW pumps have to be robust and deal with a wide range of operations without failure.

So yes, that is a possibility if your jockey pump has failed and / or someone has opened a hydrant and flowed out water before the fire pump starts.

Hence why Fire pumps are usually built "big" and "strong", but not very efficient.
 
Firewater pumps should comply with NFPA 20. See attached presentation by Clarke diesel engines..
