I have a fire suppression water reservoir tank of about 65K gallons of water. We had about 120 gallons of diesel get into the tank. We have pumped it out a few times and have the vast majority of the diesel out. I'm trying to find out if there is a substance I can put in the tank to clean the ring around the edges and that will not foam up when discharging the water out of the tank. Any help would be greatly appreciated.

You might consider applying a liquid enzyme formulation available from a swimming pool store (various brands available) at a treatment rate of 2 - 4 ounces per 1,000 gallons, with water recirculation. This material has an excellent history of "digesting" residual hydrocarbon materials in aqueous environments, including oily ring deposits at the oil/water interface. Generally, cleanup can be effected in a matter of several days.
