Difference between Orient from View & Orient from Format 1

Can somebody give me a simplified explanation of what the difference is between "Orient" from "View" & "Orient" from "Format"? I've attached screen shots of the menus to show the pathway to the 2 different "Orient" options.

Format -> WCS -> orient... will change the orientation of the work coordinate system (WCS), but the view orientation remains the same.

The view menu option changes the orientation of the view camera, but the WCS orientation remains the same.

I get it now. Simple question I know but I didn't realize the View option didn't change the WCS itself. Thanks.
