When is a containment dike required around an oil tank?
Does it require a liner, or just a dike?
I've found 40CFR 112.8, which might or might not apply- tank is nowhere near navigable water. Are there other federal regs that would require secondary containment? Is this section construed to apply to ALL tanks?
