Dike Subdivision 1

I am looking at a tank farm for a biodiesel facility and have a question about the impounding dike. 4.3.2.3.2(F) states a subdivision shall be provided for each tank greater than 100,000 or for a group of tank less than 150,000 gallons.

What exactly is the definition of a "subdivision". Is it containment to hold the entire 100,000 gallons or is it the 18" intermediate wall between tanks that will not hold the entire contents, or even something else.

Basically I will have (5) 200,000 gallon tanks in a concrete impoundment. Between these tanks will I need an area to contain 200,000 gallons or just the short intermediate dyke.

The suubdivision is the area isolated by the intermediate dike.
