Dim Break Lines - Set Default to On

Anyone know if the dimension break line default setting can be set to enabled (see picture)? We have not found this setting in either System Options or Doc Properties, and have not found a way to save off a drawing template with this setting enabled. Cross-posted to SW Discussion Forum, Drawings.
