Dimensioning to OD of Cylinder?

I created a part, which was basically a cylinder, with several stepped bore cuts thru the middle.

Something has changed within my Catia part model, because I can no longer select the OD to dimension one of the cuts. I previously had a wall thickness dimension, but I deleted it and now I can't select the OD to add my dimension. Its as though a setting changed on me. Any ideas???

Please check that:
Tools -> Options -> Mechanical Design -> Drafting -> Dimensions (Tab) -> Dimensions Creation -> By default, create dimensions on circle's: (choose Center or Edge).

This is a tough one to memorize if you don't use it much.
