Dimension leaders are always associated to an object, but the dimension text itself can also be associated to another object (useful for getting a dimension or note to move when a related item moves). If, after updating the leaders, the dimension still shows as 'retained' try dragging the dimension text to a new location (or using the "edit origin" command) to break the associativity to the other object.
