Discharge pressures for standard spray heads? 1

Back when I first started doing calculations I was told that when calculating sprinklers that I need to strive for a minimum of 14 psi regardless of required flow. We often do jobs in smaller towns with not so robust water flow figures. When possible I will reduce the K factor to bring my pressures up or manipulate pipe sizes as much as feasible to get as close to 14 psi as I can.
My question is- Is 14 psi a requirement or is it acceptable have pressures lower than that?

Per NFPA 13 22.4.4.10.1 the minimum end head pressure is 7psi. Depending on the listing of the sprinkler one uses it may be higher but the minimum is 7. For pipe schedule systems the minimum residual is 15psi IIRC.
