Two questions:

(1) I'm making a revision to an older drawing and the vertical dimensions have the numerals displayed vertically. How do I get them to display horizontally.

(2) When I move my cursor into a view, aqua blue squares appear showing the constraints/relations of various entities. How can I turn this function off?

The dimension orientation is controlled by the standard being used. Under document options, you'll find under "Detailing --> Dimensioning stanards".

TheTick's suggestion is the best way, but if needed you can also change the orientation (of a single dimension) by selecting the dimension and then More Properties > Display > Override standard's dimension display.
