Basically what I'm trying to do is take a dwg that has all english dimensions, and change all of those dimensions at once so that they all have the style of English [Metric]. Right now, I can do that individually, by modifying the dimensions properties, and selecting "Yes" for alterntate unit system.

My question is, is there a way to globally modify the dimension style so all of the dimensions in the drawing have this style? I tried changing the dimension style, and then rebuilding dimensions, but rebuilding them wasn't working.

Have you tried to edit the global dimension style? There is an option to show alternate units!

Okay, so you have to edit the dimension style, hit apply, and then hit "save to active style", this actually causes it to affect all dimensions on the open dwg. Thank you very much!

PS: This is a long shot, but do you know if there's a way to detect dimensions that have been put in as simplenotes or what-have-you, and also apply this formatting to those notes? I know it seems insane, but I wonder if someone has made a script to detect notes that are simply numbers, and treat them as dimensions.
