We have a joint between two dissimilar thicknesses that attach a pipe to an end plate. According to the attachment drawing, thickness of the end plate is 40mm (50mm in the attachment point)and the thickness of the end plate in another direction is 20mm. Which thickness shall be considered in PQR?

The nominal thickness of the weld deposit. In other words, qualify the weld procedure for the production base metal thickness that would ensure a full penetration groove weld.

Dear friends
according to QW-202.4, thickness of both thinner and thicker member shall be within the range permitted by QW-451.So we shall consider the thicker member. In this kind of joint I don't know what is the thickness of the thicker member. Is it 50mm,20mm or 40mm?

As both Met and vesselfab mentioned, the thickness of the nominal weld deposit. The thickness of the heavier component pictured in your drawing is 20.13 at the weld, so that is the thickness that must be accounted for during procedure qualification. The thickness of the rest of the piece does not come into play from a PQR perspective.

I think the metal thickness should be max of thickness of metal

The thickness should be defined by the original code of construction rules, and this should be used for PQR qualification.
