Distance of bolt to OD on reverse flange 1

I need to check a reverse flange with stud-bolts.
OD flange 813 mm
Stud Bolts M39 OD 39 mm
Bolt circumference diameter 749.3 mm
Distance from the OD to bolt 12.35 mm

I does not found any code ( ASME, BS, Eurocode ) that
give me a rule to define the minimum distance between
the bolt and the OD diameter.

The problem is the same of a loose flange with bolts nearest to inner diameter.

For a rule of thumb, try the old Taylor Forge "Modern Flange Design" Bolt Data Chart. They give an edge distance "E" of 1.5" for a 1.5" bolt [~39mm]. It also gives Radial Distance "R" from the BCD to the Hub OD as 2"
