Distribution board question

I've been looking at a drawing of an installation. It says it's a 4 way 32A HRC fuse distribution board. Way one is a three phase load and has 40A fuses on each of the phases. The second way has 3 single phase circuits fused at 16A. Each Is it me missing something or can this be done at way 1?

The make & type of board would be useful, or a photo.

Some joker hasn't fitted 40M32 fuselinks by any chance - i.e. a 40A fuse element in a 32A fuselink body? They're allowed only as backup fuses for motor combination starters, not as distribution fuses. Sometimes the misguided fit them in distribution applications in an attempt to set their facility on fire...
