diversity rule for transformer rating

pls tell me if for example i have 200 house each has a 10 kwatt consumer if all the receptacles and lightings. so i will calculate a transformer rating for this premise site.what is the correct approach here .SHALL I apply a diversity for calculating transformer kva or not....
As far as I know we size the conductors using diversity but i am not sure whether we should use diversity or not...

If you don't use diversity, you will have a very large transformer and be wasting money. Differrent organizations use different diversity values. Find out what your organization or client uses.
 
You can get a start by looking at the NEC rules for apartment buildings.
