Does ACI 350 pertain to Manhole Structures?

First time poster. Civil Engineer with 9 years design experience in precast.
I am working on a project that is for a wastewater facility for a Beef Packing Plant. We are designing and providing precast manholes ranging from 48" I.D. to 96" I.D. with depths from 6' to 26'. I have designed them to ASTM C478 as per normal manhole design and the manhole specification section of this project. Upon review, the specifier has stated they need to be design to ACI 350. The majority of these manholes are housing valves. The few that will be seeing duty as lift stations will be lined. My understanding is that ACI 350 does not pertain to these structures as paragraph 4 of ACI 350 Introduction states that this codes is not intended to supersede ASTM standards for precast. Am I correct in my interpretation that ACI 350 is meant for large environmental tanks, and not small precast manhole structures?
