I am trying to calculate the deflections when a 4140 bar is loaded.

Do the properties change when it is heat treated to around 35 Rc?

I am guessing I would adjust the Youngs Modulus.

any suggestions?

Young's Modulus will not change with heat treatment. Other mechanical properties like ultimate tensile, yield strength and ductility (% elongation) will change with corresponding heat treatment.

I would use the standard beam formula to determine deflection. In general, the geometry of the beam (cross section) will have the greatest affect on deflection.
