Does NX or any 3rd party software have a way to have a way to create or view STEP AP221

I have a scenario were I need to archive schematics and P&I drawings. STEP files are our preferred media plus the original files. NX does export AP 203 and AP214 step formats. The step utilities in NX and teamcenter don't seem to lend itself to any other AP format. Please let me know of any solutions available. DXF we have used also.
