Does Repeating of PWHT require new PQR?

Dear all,
We are erecting a heater for a refinery, complying to the EN norms. The materials to be welded are P9 (pipe) to P22(forging). My PQR is with PWHT at 730 for 2 hours holding time. After hardness testing, one weld found to have high values of hardness. We decided and proceeded to repeat the PWHT (again 730 for 2 hours). Now the supervision requires that I should supply a new PQR with the 2 cycles. As far as my knowledge reaches, and given all the time spent for searching within ALL codes (applicable or not including ASME, API etc), I couldn't manage to find out where this requirement is based. All codes are refering to MINIMUM holding time. Also, whenever I have seen this requirement for more than 1 cycles, this has always been a specific requirement of the material requisition, not code's.

Does anyone have an idea about it?

PS - the statement of EN 15614-1 for the PWHT range of qualification is a bit odd and for lawyers: "par. 8.4.12: ... Where required, heating rates, cooling rates, and holding time shall be related to the product". This, according to my opinion, does not help.

I cannot answer your question but I doubt that you will get the necessary feedback in this forum. It is not the wrong forum you selected but I think it is just not the best forum. I recommend to start your thread again on one of the other sub-forums on this site. Your issue is a EN issue but you are looking for any code/standard recommendation. So, I think you get more valuable answers somewhere else here. Just my guess.
