Does SRC concrete reach design strength in 28 days?

SRC concrete (Sulfate resistant concrete ) is mixed using type 5 cement ( High sulfate resistant cement)
Now, type 5 cement reacts slower than type 1. because of the lower C3A content.
Doesn't that mean that SRC concrete will take longer time to reach the strength that OPC concrete will reach in 28 days?
meaning that if the specified concrete strength is 40 Mpa, Columns casted using OPC concrete (type 1 cement) will reach that value faster than footings casted using SRC concrete (type 5 cement )

The design strength is typically defined as the minimum strength at 28 days. Some types of concrete gain strength more slowly than others, so the strength after, say, a year, may be greater for ones that gain strength more slowly.
 
For our S-1 and S-2 type concretes (sulphate resistant concretes) we indicate the strength at 56 days. That's up here in Canada.
