Domestic Light block and metal stud partitions on the plan 2

Hi All,
in the regulations permanent partitions shown on the floor plans should be considered as dead load and flexible partitions which may be movable should be allowed for in the imposed loads, with a minimum of 1KN/m^2. I have been looking over some foundation calculations for domestic housing with a live loading of 1.5KN/m^2 with permanent partitions on the plan. There is no dead or live loads included in the calculations for light block and metal stud partitions is this right ?

If they are non-load bearing partitions I wouldn't expect them to have nay live or dead loads in their calculations.
 
is this standard practice to not include light partitions even when the regs say that partitions shown on the floor plans should be considered as dead loads ?
 
common practice that I see is to say the superimposed floor dead and live loads allow for the self weights of the non-bearing partitions. This mostly holds up unless they have things like stone finishes or are masonry walls.

You Say masonry walls does this apply to light partition block work on the ground floor ?
