Double Ckt T-lines Phasing

Looking for information concerning the phase positions of each circuit on a double circuit tower line. My concern is the placing of other than 1,2,3 top to bottom on each side of the pole. Flash over of other than opposing phases can cause a "cross country" fault. Any experience out there?

A typical arrangement of a parallel-circuit three-phase line:
a-phase..............c'-phase
b-phase..............b'-phase
c-phase..............a'-phase
Then,
a and a' take position of b and b' and then of c and c' as those conductors are rotated similarly in the transposition cycle.
