double pole switched for EMP protection

I have heard this rumor of a government mandate that all future electronic & electronic ballasted lighting equipment is to be "EMP" fortified against these pulses by double pole switches and integral hot-to ground & neutral-to ground surge suppression to a non-switched ground. Any merit to this approach?
