Errrr, you're building and will be responsible for a very large heavily insulated storage tank, but you have no access to the design drawings, specifications or construction specification???

There are many and varied types of insulation used on such tanks and your particular one may be completely different to any others ones someone has built.
They tend to use FoamGlas for the base as its got good compressive strength and many people use perlite blown or poured into the annular gap between inner tank and outer tank. But it could be solid insulation on the walls or some new system.
I suggest you source the technical details of the tank you are actually going to build and then revert with any questions you might have that for some reason you don't want to ask the responsible design party.
