Doubt about Hydrostatic Test in API 653

Greetings.

1.- When does API 653 explain about Hydrostatic Test (Section 4.3.3.2), it's mixing terms between Hydrostatic and Neumatic Test in one or the hydrostatic test'll be used without internal pressure like if it was an atmospheric tank?

2.- is It correct to completely fill until the top of tank?. According to I see it should not fill until the top of tank without below or equal to Ht.

1.- The Code API 653 explains us about an Hydrostatic Test (Section 4.3.3.2), but I've one doubt related with this definition.
It's to say, The hydrotest applied in a tank to determine its welded joints or hermetic structure is opened like an atmospheric tank?

2.- is It correct to completely fill with potable water a tank to be inspected?. e.g. oil tanks. I know that there's an equation to get Ht.
