Doubt about the function of a piece in construction

Hello everyone! I´m in a construction site and the other day while I was there, they were making a concrete wall for the ground floor of a chalet. When they removed the formwork, I saw that it had two white tubes at the top, which are for water drainage, and two other holes below that I don't know what they are for. Does anyone know what they can be for or why they are there?

Probably either for utility lines or for bolts/threaded rods to attach other structural members to be added later. That's just my guesses; to find out, you'd either need to talk to the construction manager, or keeping watching until there's something in the holes.
