Douglas Documentation Question

in the FAA TCDS (Type Certificate Data Sheet) for the DC-9 series of aircraft in Notes Applicable to All Models 6.(a), the TCDS mentions a Douglas Report Number K4358. We have requested this report from Boeing since they now own Douglas, and they have replied that we cannot have it due to their proprietary rights.

Ok that is fine, we understand and accept that and I am NOT asking anyone to send me the report in violation of their rights.

But if anyone out there DOES have the report in question, could you simply let me know if it addresses ONLY seats that are next to Type III over wing emergency exits?

It appears that is true from the context of the TCDS note. However, when we asked Boeing for the report that covers aspects of standard passenger seat installations not at over wing exits they told us K4358 would cover that as well, but they still will not release the report.

Here is why I need the information: If the K4358 report truly only addresses over wing exits, I am done with this path of investigation since we are looking outside the over wing exit area for passenger seat installations. But if it in fact does cover other than over wing exit passenger seats, then our mgt team may be willing to negotiate with Boeing and/or our customer to request the report within whatever limitations or consideration Boeing may require.

But as you can see we don't want to make the effort to discover that it really ONLY covers over wing exits.

So anyone who has access to the Douglas Report Number K4358 I would greatly appreciate your answer.

I should have added that we believe that Boeing's original answer that K4358 does cover other than over wing exits may or not be entirely accurate as our request was probably answered by the archiving department and NOT by the engineering department.

I thought I should add this information because it probably sounds strange we are asking for confirmation that Boeing answered the question correctly. But in the past we have had non-engineering persons give us incorrect information.

In fact sometimes (but rarely) even engineers give us bad information. :eek:)

You should try another department or another person. i've had times when i was denied paperwork by some people and then others were quite glad to fork it over a day or two later.

uGlay I like your idea. Unfortunately I am about three levels removed from the person who is authorized to do the asking and I can't force them to re-try, although I did suggest it. :eek:)
 
That's the worst possible situation...upper managers talking to upper managers...weeks of negotiations, legal queries and agreements...

A direct line to a summer engineering student...that's the best connection.

The TCDS was revised just a few days ago, and the language you refer to is now gone. So just show compliance to the FAR's.

Thanks for the heads up. I have notified our cert group just in case they were not already aware. They had not informed me but then they usually don't inform me of regulatory changes until our designs get submitted. :eek:)
