Are there any exceptions in NFPA 13 that would allow for a draft stop to be eliminated from an opening in a floor where a water curtain is required. I know about the large opening exception and it doesn't apply to this situation. What we have is a 2 story lobby open to the floor above with the floor above partially overhanging the lower lobby. I think I already know the answer (no) but I just wanted ask to be sure.

If it does not meet the criteria for the protection

Are you sure on the masurements and section you are using???

They are normally not required for escalators when the sprinklers meet the NFPA 13 requirements for escalator openings. You could apply the same logic for other similar opernings in the vertical opening of an office. I've allowed before in office occupancies.
