Hello
I'm facing at a datasheet of drum in vertical postion where the drain is not at the lowest point of the vessel !!.
is there any passage in standrad/norm that treat this preoccupation, As I know that the drain must be at the lowest point and the vent at the hieghest point of the vessel.

It's no way to know without sharing the vessel drawing for the drain detail.
Suggest to provide more detail for reference.

Dear HOUARI YAHIAOUI,

There are many such vessels where the drain is not at the lowest point (e.g. bottom dish-end) but somewhere in the lower part of the shell. There could be many reasons for this. Such vessels might contain catalyst, raisin, rings, etc. where it is not feasible to provide a drain at the lowest point. Such vessels are hydro-tested in the shop horizontally after required pressure correction for the vertical head.

Regards.
