drain nozzle 1

Hello friends
is that drain nozzles is mandatory as per api 650.
as per processing requirement drain nozzles are not required but tank is fabricated as per API 650.
my understanding drain nozzle is not mandatory.
please advice.

API-650 does not specify the nozzles required for a tank.

sect.5.9.3.3 - if drain holes are provided they shall be at least 1" dia.
it is not mandatory.

That's referring to drain holes in a wind girder, not to tank drain nozzles.
Note that the sump pipes shown in Fig. 5-21 may be used as drains, but it is not required that they be furnished in a tank.
