Drain water system for Oil Storage Tank

The latest API 650 required the drain hose for oil tank to be "Stainless Steel Armored" but this requirement is not there previously. My client worry that the stainless steel jacket will damage their tank bottom as they apply very thin coat.

Anybody has any idea why they add in this clause? What is the reason behind this clause? Is there any writeup to show that the Stainless steel jacket is necessary and is a better option?

Kindly please help

Petroleum Engineering forum is an OK choice of forum but the API forum is a better choice.
