Not through Excel, per se, but possibly through VBA

You can easily set up a list of 365 dates in the year in one column of the worksheet; perhaps hidden from the user.

Then, in the cell you wish to choose the date, use Data...Validation. Here Allow...List and in the Source put the range of dates you established in the above paragraph.

I still use Excel 2000 but I'm sure that functionality is still there.

I use 2010 so not exactly sure if it is the same in 2013.

Go to the "Developer" Tab on the Ribbon
Click on Insert for the pull down
Click the "More Controls" (bottom Right)
Scroll down to find "Microsoft Date and Time Picker Control"
CLick OK
Click into you spreadsheet
Resize as Required
Right Click on the Pull Down and set teh "Proerties" - i.e. Linked Cell
Now switch off Design Mode on the ribbon

Hope that helps
