Did no one think about this before you inserted test water??

Basically get as much out as you can with mechanical means - foam pigs, blowing air at high velocity, that sort of thing.

At 4000m I assume the 12" can be pigged all the way through?
Then blow the branches using air at 5-10 m/sec then run a set of foam pigs through the 12"
Then you're really going to need to either run lots and lots of hot dry air in through the branches and the main line for several days or go the vacuum drying route which also takes several days.

If you're in somewhere you can use methanol plugs then maybe that's an option, but has it many issues about disposal and control of the methanol.

All these are pretty standard stuff - why don't you ask the company responsible for pre commissioning how they plan to do it? Unless you've been handed that task?

Remember - More details = better answers
Also: If you get a response it's polite to respond to it.
