Dumbing down a License for compiled CAC+MCE+HDX

So far I used single config like ODT_SIMULATED_PRODUCT=HD2.slt=MD2.slt but never compiled config like ODT_SIMULATED_PRODUCT=CAC.slt;MCE.slt;HDX.slt=DP2.slt;PDG.prd;GS1.prd;ASD.prd;FM1.prd;RT1.prd;ST1.prd;IG1.prd;KT1.prd;KE1.prd;AS1.prd;PD1.prd;WS1.prd

Any idea what I'm doing wrong? - appreciate your guys help.
