I looking for Coefficients of Thermal Expansion for Duplex SS (UNS 31803) for temperatures less that 25 deg. C. down to -10 deg. C. or less.

If you can provide this info, please cite the source as well.

near room temp data is not real accurate.
Look in the Outokumpu duplex lit.
If your whole temperature range is only -10 to 25 then you are talking about some small amounts.
The number that I use is 11x10e-6/C for all duplex grades near room temp.

Start with the below mentioned link

Select the product form (plate, seamless pipe etc). For UNS 31803 you may select SAF 2205 (i.e. UNS 32205 which is pretty much equivalent) and generate the "dynamic datasheet".

Coefficient of thermal expansion generated within this datasheet.
