Hello,
What are the rules regarding the owner installing a duplicate (replacement) nameplate on a PV?
They have the U-1A form and original facsimile of the nameplate. Original manufacturer is now out of business.
Internal inspection and external inspection performed and find no deficiencies.

Much appreciated,

Section 5 of the NBIC, Part 2 addresses replacement of lost or illegible nameplates on ASME pressure retaining items. As long as there is traceability to the original vessel there shouldn't be a problem. You should contact your AI who can guide you through the process. Also the Jurisdiction will need to be involved.

I would also maintain a copy of the manufacturer's data sheet for this vessel.

I'm not sure about Texas, but some Jurisdictions actually want the Chief Inspector or a Deputy Inspector to witness the attachment of the replacement nameplate. The Chief may also delegate this responsibility to the AI. Either way, if you follow the requirements in the NBIC as bpv66 pointed out I'm sure the Jurisdiction will be very helpful - they usually appreciate someone trying to do the right thing.
