Dynamic block authoring elements?

Background:

We build a set of blocks for a project, in one dwg file for use with a tool palette, and build dynamic aspects into the blocks that will use them.
Then, for varied reasons, we sometimes wblock out a block with the dynamic aspects built into it.

One some machines, if we go to open that new dwg file, that was a Dynamic block, wblocked out, we get a message that says Drawing contains authoring elements, do you want to open in block editor?

On other machines, open the same exact file, it just opens like a typical dwg file, no dynamic aspects showing up, even though they are still build into the file.

ANY idea on what would suppress that dialog box on some machines? Have looked for a while, and can't find anything that is supposed to suppress the "contains authoring elements" box.

I know we can work around it on those machines, by selecting Bedit, then current drawing, but some of the guys aren't very familiar with dynamic blocks, and move/edit/erase things, not knowing what it's doing with things that don't show up. If they don't know it's dynamic, it's just another dwg to them.
