Earth bonding when PELV is used

Hello, please consider this situation.

Electrical cabinet (480V 3 phase supply - 110V ac/24V dc) linked to a machine (operating at 24V dc) for incorporation into another machine. When carrying out Protective Earth tests cabinet checked out OK, however when moved to machine no earth links found, hence failure. There was no bond from structure of machine to cabinet. This was rectified easily, however there were no other links between the two.

My question, or rather clarification point, is because the machine operates at 24V dc it satisfies criteria for PELV, however I have argued that it should still have independant earths to the protective bonding circuit as the exposed conductors include an enclosure that may be grasped or even removed during maintenance breaking the mechanical earth.
Please can anyone clarify this situation.
