Earth Bund using Topsoil Only

Hi.

We are looking to construct and earth noise bund beside a busy road. Would you see any issues with constructing the bund out of topsoil alone. We have thousands of cubes left over. The bund will be 4m high. If we slope the sides at 1 in 4 or 5 and lighlty compact it would it be ok. I imagine it will continue to settle over time so we could estimate settlement of the 4m high bund and then construct the bund too high by the amount of estimated settlement?

Should be no problem. At one of our new electric generating stations we stripped topsoil from several hundred acres of construction areas. Made topsoil stockpiles up to 10 m high with sides slopes 3H:1V. Planted grass for erosion control. Topsoil is being reused over several decades for covering permitted, stabilized combustion waste products.
