Earthquake design of concrete water tanks 1

Who can direct me to the most reliable standard for seismic forces on a cylindrical water tank, made of post tensioned concrete ?

I am using API 650 but this refers to welded steel tanks. Is it O.K.?

The seismic hydraulic forces calculated per Appendix E of API 650 should be applicable to any round tank. Structural design of the tank to resist these forces will require some other code.
